This is why I cant stand dogs....or children! (yes, children are animals too). Its not really the dog or the child at fault, they just default to animal behavior....its the owner (or parent) that is responsible for raising their pet/kid to have proper behavior. Too many lazy yuppies these days cant be bothered

This happened to my dog in Nebraska. There was an anonomous complaint, I got a call at work the first time and the next two times the police took my dog out of my backyard, the second time they broke a lock to get in. I went to court but it was dismissed because the complainer didn't show up. My neighbor had three cats that roamed around and my dog was a dog.
- Jim Taylor, Dayton, OH
The dog's owner should be made to sit in her yard and bark continually for 8 hours.
- Tommy J, New York
I wonder if the dog was read it's Miranda rights?
- Scott, Hartsville, SC
Doug, I'm not sure what your neighborhood is like in LA, but in that area of NH there are bobcats and fisher cats, as well as foxes, all of which can hurt or kill a dog depending on its size. When you leave an animal unattended in an area where attacks are not outside the realm of possibilities, I consider that cruel. Even further, do not presume that your dog is well behaved when you are not there to control it.
I live in an apartment now and can no longer have pets. But when I had a house full of dogs, I made sure they were not a nuisance to others around me. And even as a fellow dog lover, I will say that I do not want to listen to anyone's dog bark for hours at a time. Can you be sure yours doesn't do that when you're not home? Perhaps ask your neighbors if they aren't alerting you to it already. But if you can't be certain, have some respect and don't risk it.
- Kelly Moore, Manchester
I've had complaints about my dog barking, once in a while, when I've been late getting home. I don't like to listen to my dog or any other's bark. I bring the dog in if he will not stop. However it's ok for the kids on the farm up the street from me to run there 4wheeleers & motercycles all day & night 5-7 days a week and nothing can be done about that noise because their a farm. A no the vehicles are not being used for buisness. My town has brought other residents to court & force them to keep their dog quiet. Explain that!!!
- Lisa, MA
It never ceases to amze me how ignorant and close-minded some posters can be.
Nowhere in this story does it say that the dog was tied up outside - it merely states the dog was outside while the owner was away. While keeping the dog tied up is a distinct possibility, and the wrong way to care for a dog, another distinct and equally feasible possiblity is that the dog was in a proper fenced-in kennel which included shelter and water.
Also, if this dog only barks when the owner is not home, this may be the first time anyone has ever bothered to notify the owner that her dog barks when she's not home.
Jump to all the conclusions you want, but given the information here, many scenarios could be in play, not all of them involving an irresponsible dog owner.
- Jose H, Manchester, NH
It seems to me that there are a lot of neurotic people in New Hampshire. Noise exists everywhere. Local Laws generally allow for noise until 9-10 in the evening...
- miles, iron ridge
So if an owner spends mutiple thousands of dollars on a pen and shelter for their dogs they shouldn't be allowed to let the dog roam free inside the pen while the owners are at work? Give me a break people!
- Nick, Kingston
Dogs are animals, let's make that point upfront and clear. They were living outside well before humans started treating them like their children; it will not kill a dog to hang out in the back yard (winter or summer). That being said, keep your mutt quiet. I don't have a dog, I don't want a dog, and I certainly don't want to have to be annoyed all day and kept awake all night by your "baby".
- Kyle, Bellingham, WA
Ref. Kelly Moore, what in the world makes you think it is cruel to leave a DOG outside, where it can run and play and bark.....etc.
- Doug, Lafayette, La
Democrats in action make more and more laws controlling everything. Did any one just go talk to them? And cats lets pass a law making it illegal for them to waking on cars or crap on some one else lawn?
- Scott, Elmira
Nowhere in this article does it say how the dog was kept outside. It could've been in a covered kennel for all you know! How many dog owners do any of you know that stay home all day with their dog just so they don't have to be outside "alone?" Give me a break! There's not enough information in this article to warrent such judgments! That being said, a dog that barks constantly is a nuissance!
- Sheana, Sandown
Never heard of the right to see your accuser, Ann Theresa?

I agree... If your going to take on a K9 family member.. please have or make time for them. Excessive barking is due to boredom.. dogs do bark for a reason. Sounds like this dog is barking for attention. Poor pup. I know if I was kept outside alone with nothing to do I would probably start talking to myself.. out loud. Patience and constancy is needed when training a canine. They will learn however the leader of pack (owner) needs to be willing to show them. I also agree dogs should not be left outside alone when the leader of the pack is away from the home for long periods of time. It's not fair to the dog. Dogs are like children. They need love, manners, play time, companionship, someone to show them how to use their talents and tools.
- kate, manchester
Dogs can be left outside all day, and for many dogs, they would rather be left outside all day. Drive out to a farm some time. That being said, some dogs should not be left outside. Especially those emotionally needy yelping dogs that neighbors hate.
- William, Deerfield
Owners who lack common sense result in nuisance pets.
No one wants to listen or should they be forced to listen to an incessantly barking dog. Tying a dog or restraining it will almost always result in incessant barking. The owner should receive a fine and be required to have consultation with the SPCA, vets, etc on humane methods to end the barking. Second or third offense should result in rapidly escalating fines.
- David G., Harrisburg
Get a grip and stop theorizing if the owner should or should not have a dog!
When I was growing up, we left our dog outside all the time (home or not) unless it was freezing cold.
Never had a complaint from the neighbors. In fact, almost all our neighbors did the same thing with their pets..
Provide them with water, food, shelter and they wil be just fine..
A dog is supposed to bark, just like humans talk.
If a person is talking too much, can I call the police and have them carted off or fined for being a nuisance?
- Scott, Manchester
It just made the Drudge Report Tommy
- Doug, New boston
There must be people that live pretty close to each other where this happened. My neighbor has 2 little malteese dogs that bark all day when they are out and the owner just yells out window once in a great while obsenities. I agree that if your going to own a dog, no matter what breed) you have to be responsible enough to keep it legal in every aspect.
- Julie, Manchester
I am a previous owner of a dog. I am in a apartment now and do not own a dog. But, if I did own a dog, I certainly would not leave it out, while I was away from the home. There are too many things that could go wrong. The rabies incidents are high now a days. The dog could get tangled and hurt on the device used to tie it up. Another animal or even neighbor, could attack the animal. Pets are like children. Leaving the animal out like that, is saying I am a bad care taker by the owner. If you have problems with the animal being left inside, create a space for the animal that gives him room to move around, yet not destroy the home.
- Kathy, Manchester
dogs shouldn't be allowed to bark outside longer than 5 minutes. I'm sure everyone who has suffered with a neighbor's dog's incessant barking will agree w me. And it's not the dog's fault! Don't get a dog if you can't take proper care of it!
- Katherine, Durham
I agree with William. Some people should not have dogs. At least your law enforcement can do something. Where I live, you have to document the barking, times and date, and file a complaint which you cannot do anominously. Barking dogs are a nuisance and disturbs the quiet enjoyment of your property to which you are entitled by law.
- Ann Theresa, Portland, Ct
Stephen, you just don't leave a dog tied up outside all day if you plan to be gone. Period. It's not fair to your neighbors OR, more importantly, do your dog.
This person didn't make a mistake...and even if they "forgot" to bring the dog back inside before leaving, they STILL shouldn't own a dog.
- William Smith, Manchester, NH
There is a beagle in my neighborhood that could give this dog a run for its money.
- Stacey, Manchester
Stephen, I fail to read in the article where it says that the owner left this dog out by mistake? If you cannot care for a dog - which includes giving it proper shelter - then you shouldn't own one. Any number of things could have happened to this dog while left outside unsupervised, including being attacked by another animal which would not be unheard of in that area. If the owner ends up with a court date that should be the least of her worries.
- Kelly Moore, Manchester, NH
This is why cats make the perfect pet.
- JeffD, Salem
Slow news day?
- Tommy, Concord
Granted I live in the 'country' but, three of my neighbors have at least two dogs from large to small and I almost never hear them bark unless they are playing or something is wrong in the neighborhood. I'm sure it's because of how they are taken care of.
- Bill, Deerfield
Excessive barking is the most common complaint. Dogs usually bark due to warning, lonely, fear. So they leave the dog out and alone (duh). The easiest solution is not to have the barking become a habit. Or if your going to leave the poor thing out alone all day...don't have a dog. You should be left outside all day and alone, I wonder if you would bark.
- Big E, Weare, NH
I do not think that is fair to say william. Mistakes happen even with the best intentions of dog owners.....but at the same time, the police must respond to valid complaints.
- Stephen Tillroy, Northfield, NH
Some people just shouldn't have dogs.
